亼 ji2: to assemble; to gather together +
吅 xuan1: variant of 訟 +
从 cong1 |cong2: from, by, since, whence, through
 
Note that the top part of qian1 – 亼 ji2: “get together” – gives the meaning. The lower part, 口 “mouth” + “mouth” [吅 xuan1] and 人 “man” + “man” [从 cong2] – seems simply to reinforce the idea of getting together or collecting. It is not used as an independent character.
